I seem to have lost the ability to create a new Interactive project and all of the intereactive menu items are dimmed. When I choose New Project, I expect to see a popup that lets me start an interactive design, instead I get the XPert Pagesets dialog for Print only.

The "New layout" dialog you see is coming from XPert tools and only allows you to create a print layout.

To access the native QuarkXPress new layout dialog click on the Q button at the bottom left of this dialog.

Here you should be able to choose "interactive" as the layout type.

Just FYI:
In QuarkXPress 8 this workaround is not necessary anymore, only in QuarkXPress 7.
