you don't say which version of QuarkXPress you are using.
You are correct that you can't use the Command+T dialog to set runaround for multiple items. With QuarkXPress 7 and 8 you can though use the Item Styles to define an Item Style that has only runaround set.
Be aware that for different object types you might get values that you do not expect (and I assume that's the histroical reason why it is not possible by the Runaround dialog). So a rectangular box will get the foru values you define, however a round box only the first value for the whole outset.
