Your preferences file is not located in the System/Library. Find it here: Macintosh HD>Users~username>Library>Preferences>Quark>Quark 7.0>XPress Preferences.prf. Delete the file, then open your Quark XPress folder in the Applications folder. Find the folder named For System. Open that folder and then run the file name System Components. This will reinstall all the frameworks and system internals for XPress. Once it's done, then try opening XPress.
