There is a bug in XPress 6.x in that if you were working in it for a while and tried to set tab leaders, no matter what you did they would not appear. The solution was to quit XPress and apply tab leaders to the document immediately after restarting XPress.
I think (according to a different post of yours I read) you are on XPress 8.x right? You could try doing this. The bug may have carried over, I don't know.
