File extensions for QuarkXPress documents are as follows:
QuarkXPress 5.x and below:
.qxd QuarkXPress document
.qxt QuarkXpress template
.qxl QuarkXPress library
QuarkXPress 6.x and above:
.qxp QuarkXPress Project
.qxt QuarkXPress Template
.qxl QuarkXPress Library
Simply add one of these extensions to the end of the filename. If you believe that the version of XPress used was pre-version 6.x, then use .qxd. Once you have done that (I assume you are trying to open a document and not a library or template) open your copy of XPress, go to File>Open, locate the file and open it. If it is a QuarkXPress document it will open.
No translation necessary as QuarkXPress documents are cross platform. Many Mac users are not in the habit of adding the extension on the filename, so this is where PC users run in to issues. Do note though, that unless you have the same fonts that were used in this document on your PC, you are likely going to have font issues. Also, if any EPS files were used in the document they may show up as gray boxes because they use a PICT preview which is specific to Mac. The original user would need to save out those EPS files with a TIFF preview for you to see them.
