Acrobat Distiller comes with Acrobat Pro, its what Adobe sell to make PDFs. Distiller converts postscript to PDF and has lots of Settings, one of which you can set to fully embed a font rather than create a subset.
When you use Quark to Export to PDF it doesn't use Distiller but uses something called JAWS to make a PDF, With Quark6 you had the option to not use subsets (by setting the subset fonts below value to 0%) in the Options of the Export dialogue. Now with Quark7 and 8 the subset fonts below option is gone.
