For the Final Document Size, in the Device panel of the Print dialog, enter a Width and Height that are each 20mm larger than your page size (and make sure Postion is set to Center). This will "float" your page in the center of the Final Document with a 10mm margin all around (giving space to print the bleed and crop marks and such). For example, if your page size is 200mm x 280mm, set the width to 220mm and the height to 300mm.
(Now, looking at what they've provided, the numbers don't add up. Adding only 20mm doesn't provide enough room for the crop marks with the offset they're giving. Perhaps they mean 20mm larger all the way around the document. That would give you 240mm x 320mm for the Document Size, which DOES seem to work.)
In the Bleed panel, set it to Symmetric, and set the Bleed Amount to whatever the printer specifies.
Then, in the Marks panel, set Mode to Centered and set the Offset to 10mm. This will place the crop marks 10mm away from the edge of the page size.
Once you see how those settings interact, you can juggle the numbers as needed. Look at the little preview image: blue is your final page size, gray shows the bleed area, green is the final document size, and you can see how the crop marks sit outside the page but within the document. If you see red, that means your final document isn't large enough to contain everything. Also note that the crop marks should not intrude into the bleed area (i.e. the Marks Offset should be equal to or larger than the Bleed Amount).
