Please perform the below given steps in order to down-save the file from QuarkXPress 7 to 6:
Navigate to File> Export Layout as PRoject
Change the version from 7 to 6

I was able to replicate the issue at our end and this is new to us.
The issue is replicable on 10.4 however it is working fine on 10.5.
Please try to test it on OS 10.5.

Please perform the below mentioned steps in order to resolve the issue:-
Launch QuarkXPress
Go to Edit > H & J's
Select one of the H&J setting and click on Edit
Uncheck the Auto Hyphenation option.
Perform the same steps with all the default H&J's in the list.

In case you are using 8.0,please update the version of QuarkXPress to 8.02.

Please perform the below mentioned steps in order to resolve the issue:-
1. Navigate to HDD/Applications/Quark License Administrator/Server folder and delete save.dat and HWM usage.dat file.
2. Delete QLALicense.dat file from the same location and download a new license file.
Restart the server and then see the results.
