I can import my own DTD files fine but the tagging rule sets that I saved from a pevious job do not show up. Everytime I import the DTD I have to do the tagging rules all over. How can the tagging rule sets be saved so I can use them whenever?

After importing your DTD and defining the rules, save the avenue XML file as a template (.xmt file) into the XPress Templates subfolder. The rules are saved as part of the embedded processing instruction at the end of the file.
