Yes, ID does let you to set those values, but why have I to set three values in ID, when QXP needs only one - bleed? The others are set automatically.
Besides, all these things are not related to Quark. Its about finishing technology (if you don't know it, try something else, not DTP for print, or ask a printing office to learn you).
About inches: they are as good as mm or picas, as long as you are accustomed to them. But in two thirds of our beautiful world, the metric system is the main rule. It's about how paper makers are manufacturing paper sheets or the paper webs (what about ISO standards?)
