Actually I know nothing of the code. I am a user like you (even before I joined Quark) plus I helped design a few features of Quark's products.

the validaton code (VC) you enter decides whether the instance of QuarkXPress you are installing is going to be a time-bombed copy, an educational version, an NFR, a single-user copy, a site license or a multi-activation copy. In newer versions of QuarkXPress the VC even determines which languages get installed.
My point is that there's no difference in software, it is all in the VC. So maybe you are using a different VC than before?
The other possibility is that you had a site-license (QLA bound) installed and checked out a license (I think the Admin can allow up to 9,999 days or so). Now that you reinstalled, the checked-out licence is deleted and you need to connect to the QLA (license server) again.
If this (QLA-bound license) is your license (or you are sure you have another single license), then please call our Customer Service and they can help you reactivate the license, e.g. if you registered it back then.
