You can open QuarkXPress documents as far down as version 3.x with XPress 8.x. The one issue you are likely to encounter is fonts. Unless you have the same fonts as the person who did these documents, you are probably going to have to change them.
It might be cheaper (and more desirable for you) to go and purchase Quark2ID, which is an InDesign plugin designed by Markzware that will convert QuarkXPress documents to InDesign documents. The conversion won't be perfect of course and you'd probably have to clean things up, but that'd be easier than trying to recreate the documents (and at $399 cheaper than buying a license from Quark). The guy charging you $800 for this probably would be using the same plugin (but I don't know that for certain). BTW, Markzware also makes ID2Quark (which works in the other direction) and a number of other XTensions/Plugins.
