I get your point.
So explaining once what "Fit to Imageable Area" is would then be the best solution as otherwise if they ever change printer you need to do explaining again, don't you agree? And good news are, as PDF is not unique to QuarkXPress, it will work like a charm regardless from where the PDF comes from.
If you still want to create a PDF that is exactly as large as their printer margins, then maybe try "Window > Scale" to size your layout to that size (you can scale the complete layout, see palette menu for options).
