just recently I have heard this request again to create a text box with differently sized columns, e.g. 2-columns, first one 30 mm, second one 60 mm.
Like this:

Not possible in 7 you say? Well, not with a standard text box (unless you use two and chain them). BUT (and that's where the trick comes in) with TABLES.
Just use a table with two columns and one row. When you create the table make sure you check "link cells" and the table almost behaves like a multi-columned text box with different-width columns.
Use text insets to create a gutter width or - even easier - create a line between the columns (e.g. 6 pt) and give it the color of "None". Put it in a library to reuse.
And use the chain tool to flow text from one of these "text boxes" to another (e.g. on another page).

P.S.: Yes, it is "just" a workaround, but an easy one and good if you don't want to wait until a future version of QuarkXPress offers this valid feature request.
