Rulers in QXP2016 are difficult to use

Version 2016 has almost unusable rulers.
Placement of objects or guides is a nightmare for me.
Will this bug be fixed at least in 2017?

It's only a bug if it doesn't work per design...

I also like the way the rulers work in QXP9 at the higher zoom levels. However, I generally use the guide manager to set guides to precise locations.

I am using the Guides palette for placing guides at certain distances. Didn't even see this behavior!
