Loading XTensions, QXP16 on Windows Server 2008 R2

Our company creates QuarkXPress XTensions for the publishing industry.
We have a customer that just upgraded to QuarkXPress 2016. The version is 12.2.1.
These XTensions load successfully on multiple Windows 7 workstations.
However, on a Windows Server 2008 R2, the same XTensions result in the error "XTensions module failed to load."
Has anyone seen similar behavior?
Does anyone have any suggestions for getting the XTensions to load on Windows Server 2008 R2?

Quark development support pointed us to a free application named Dependency Walker.
When we installed this and pointed it to the XTensions, it showed that a .dll was missing that the XTensions required.
Once we located that .dll and installed it, the XTensions loaded successfully.
