Sorry for the slow response, I had to do some research as this question hasn't come up in quite a while.

No, there is not currently an active scripting option in our Platform Client on Mac.

Could you be more specific about what your mean by "redraw for Blio" and/or send a link to an example XPS that you feel isn't being rendered well enough in Blio?

There is nothing in the QuarkXPress license agreement that prevents you from doing what you want with the .XPS files that you generate.
