Headline to straddle columns in a text box?

To be fair, this is not something InDesign can do either. At least not in version CS4 or below. CS5 and above can span columns within a multi-column text frame. I don't have Quark 10, so I can't say if they have implemented it there or not, but if it can be done in 9.5 or earlier, I don't know how.

Pictures move when printing

I have an inexpensive HP laser printer that won't print well from InDesign, but it prints PDFs exported from InDesign just fine. Maybe your printer and Quark don't play together well, and you will have to PDF like I do.

If you mean something like this screenshot, you have to convert the text to boxes (Item Menu). Your stack will be the photo on the bottom, the box with color in the middle, and the outlined text on top. If the text box has no color, you can color the text any color you like, and set the transparency in the color pallet.
