Check your Acrobat manual. Acrobat 6 Professional (maybe regular version as well) can 'File> Reduce File Size...' to versions 6, 5, and 4.

Does anyone try the freely downloadable demos before they drop so much money? Half of the problems listed here might be solved before a pound was spent if a demo version was tested.

Problem importing 1.6 pdfs

How are you getting 1.6 PDFs? Not even Acrobat 6 will open the PDF 1.6 format. Acrobat 6 will only work with PDF 1.5 or lower.
