Not all lic available

I have 3 X 10 Lic. QLA shows that I have 8,8,7 available which is 23 lic so I am 7 short. I have shut down all computers and lic server and still the same. How can I reset the lic server to have all lic available. This is in a classroom environment at a university.

Hello,I believe the following steps should help you resolve the issue...
