QLA Service, Server 2008 x64

Our server has just been upgraded and is now on new hardware and running server 2008 standard x64.
I've been trying to get QLA working on this server, first it was saying that the licence file could not be found even though I downloaded a new licence file and it was in the correct location (the Server folder).
I've managed to fix this by installing the latest Sun JRE to C:\Program Files (x86)\Quark\Quark_License_Administrator\_jvmService
Now the application version ( QLAServer) works correctly and clients work too while the program is running, but I can't get the service to start, it just starts and then stops (QLAServer application is not running at the time). and logs event id's:
4097 "LoadLibrary The specified module could not be found."
4096 "Could not load the Java Virtual Machine."
4098 "Quark License Administrator Server 4.5"
Any ideas how I can fix this?

This issue is similiar to what happens on Windows Vista: when running under Windows Server 2008, the QLA file locations have changed: QLALicense.dat needs to be placed under C:\Users\Public\Documents\Quark\Quark_License_Administrator\Server in order to be found by the QLA Server.
