"Allow User Interaction" not working

"Allow User Interaction" not working

The option "Allow User Interaction" for my Webview images isn't functioning properly in any browser except Firefox. In every other browser or environment I've tested it on the image always shows up in the magnified view, with scroll bars, and there doesn't seem any way of reducing it to fit the desired image content frame. (In Firefox and only in Firefox the image opens up fitting in the frame, but when you click on it, it magnifies, click again and it reduces to fit, just you'd expect.)

Is there a trick or setting I'm missing?
