Can I use a background image on a web page which gets smaller on a narrower screen BUT the central area (the text and stuff) remains more or less static in size.

You can create a responsive site by combining two layouts, one larger and one smaller.
You are basically setting "breakpoints" this way.

So the HTML5 Publication then scales the layout until the breakpoint is hit and then switches to the other layout.
