Banner Ads for Google

I created a set of ads for the Google Ads platform. The ads have simple slide shows and other animations. When exported from QX2018, the folder is huge, with a large amount of code. The resulting zip file is way beyond the 150KB limit that's set by Google.

Without changing my creative, how do I determine which files are essential for proper display in the browser?

I can upload the zip file in a private message if someone can help with this question.

Another issue:
I've uploaded the ads to my server to show to my client for approval. The ads re-size in the viewport, rather than displaying at the specified size (i.e. 728x90). The result is that my client is seeing the ads based on the size of his browser, rather than the actual size of the ads.

The viewport setting in the html file is <meta name="viewport" content="width=device-width,initial-scale=1,minimum-scale=1,maximum-scale=1,user-scalable=no"/>.

What am I missing??
